LEE
Engineers and Surveyors specializes in providing comprehensive planning,
design and construction services to the state, municipal and private sectors.
Our philosophy is to integrate both design and construction into a centralized
project management approach. This centralization reduces the time and
cost required to complete a project and relieve our client of the responsibility
of coordinating the efforts.
We use a wide
variety of technologies and our 10 years of experience to meet the needs
and solve the problems of each project. Thus, we provide our clients with
solutions to their problems which are well documented, practical, cost
effective and acceptable to the regulatory authorities and the public.
Our centralized philosophy, multiple technology capabilities, and extensive
on site construction experience provide us with flexibility and enables
us to adapt to altered project requirements. We are unique in the land
development industry in its ability to provide effective, flexible and
comprehensive service to its clients to affect permanent solutions to
their concerns.
Profile
LEE
Engineers and Surveyors was founded in 1996, to serve municipal, county
and state private clients in all fields of Civil Engineering Projects.
Our office is located in the Des Moines Metro, at 8003 Douglas Avenue.,
Urbandale, Iowa.
LEE Engineers and Surveyors was formed to provide:

Land and title surveys – researching and preparing land surveyors,
title certificates and ALTA/ASCM surveys.
· Topographic surveys – data collections of existing site
and pertinent surrounding information. Download and reduced in an AutoCAD
(DWG) format or MicroStation (DGN) format. Use different leveling system
if necessary and providing contour files (TIN) through the use of Geopak.
· Municipal and State government coordination – provide contact
and supply information to develop projects according to current regulations.
Attend public informational presentations for use in the government decision
making process.
· Design assistance - provide all facets of development design
including, but not limited to conceptual planning, traffic analysis, site
design, roadway layout, culvert design determination, and storm drainage
design. Knowledgeable of current governmental design guidelines and standards.
· Approval process – continued updating of client at each
stage of approval process and relationship to anticipated schedule with
reevaluation if necessary.
· Construction Administration – construction review, on-site
material testing, construction staking, review documentation, pay estimate
request review, and extra work order preparation are some of the many
services available to insure final product quality.

Subdivision Design involves the conceptual planning of different considerations
of roadway alignments and lot configurations that hinge on existing and
proposed infrastructure. It also involves the preparation of a preliminary
plat of the subdivision being developed as it affects the surrounding
land owners.

Scope:
In the Fall of 1997 the City of Urbandale desired to have new decorative
traffic signals installed at 72nd Street and Douglas Avenue intersection
similar to the streetscapes at 70th Street and Douglas Avenue intersection.
The City requested left turning lane at the 72nd Street and Douglas Avenue
intersection for all four directions of traffic.
LEE Engineers and Surveyors provided in the Fall of 1997 construction
plans for the layout design of 4 lane traffic on Douglas Avenue with additional
left turn lanes on the East and West bound lanes and 2 medians were placed
on the Douglas Avenue turning lanes.

the bid acceptance for the project. The project’s completion date
was on March 1999.
In the Fall of 1998 the City of Urbandale requested to have a topographic
survey from the intersection of 72nd Street and Douglas Avenue intersection
to the Merle Hay Mall’s West entrance onto Douglas Avenue be completed
for designing streetscapes along Douglas Avenue.

The complete cost agreement was $4845. The project’s completion
date was on November 1998.

Scope:
This project was part of a comprehensive planning effort by The City of
Urbandale to improve the Douglas Avenue Corridors. $700,000 Public Improvements
project including unique pavement consisting of a P.C.C. Base, an A.C.C.
pavement with a concrete paver surface course, traffic signals, sidewalk,
storm water drainage and streetscape items. Project improvement widening
required additional right-of-way and resolution of adjacent use issues.
Parking Preliminary design Survey was provided as well as the construction
staking. Roadway was widened to allow for a separate left turn lane with
four lanes on Douglas and two lanes on 70th Street.
Mark Lee was the Project Manager for design with JBM/Transystems and LEE
Engineers & Surveyors provided to Construction Staking.

Scope:
Project design began in Spring 2003 with right-of-Way
acquisition starting in 2004. Standard Public Hearings were required per
federal funding regulations. Plans and specifications prepared for a Iowa
Department of Transportation Letting in June of 2004. Construction costs
were $2.3 million. Construction began July 2004 and was nearly completed
with roadway open to traffic by December 2004.

Scope:
Planning and design of 120 Acres residential development. Master plan
included a three phase 132 lot 0.5 acre in size or larger subdivision.
